Overview

This is a position that balances a) skill in hiring, motivating and managing people in distributed locations; b) a detailed understanding of both the revenues and costs that attach to different properties; and c) a practical sensibility focused on the mission of delivering self-sustainable, affordable housing solutions. Reporting to the CEO and working closely with other members of the executive team and staff, the Senior Vice President will be responsible for all aspects of property management and maintenance.

Responsibilities

Property:

 

Maintenance includes oversight of capital projects and all maintenance functions. This position requires a hands-on manager who will personally grapple with and resolve issues in real time, a person that values strong accountability, and recognizes and rewards excellence. The new Senior Vice President should have strong experience in setting up reporting systems that foster transparency and accountability, and that reveal both productivity gaps and excellent performance. It is critically important that the Senior Vice President gain the trust and confidence of the President and CEO, the COO, other members of the executive team and Board as a partner, strategist and problem-solver. The SVP will provide timely, accurate, regular, well-conceived reporting on the status of each property under management, and will participate in discussions at the Board level and represent the organization externally as appropriate. Graceful communication, a deep understanding of financial matters and an abiding sense of mission are all important to success.

Specific responsibilities include:

 

  • Manage all property and capital assets of SERV Behavioral Health System, ensuring that each property is properly maintained and stewarded with a focus on providing financially self-sustainable affordable housing solutions; with quality, affordable and self-sustainable housing as objectives that must be simultaneously achieved, seek to maximize income and minimize expenses at every opportunity;
  • Drive new projects, including acquisitions, planning, and building management a customer first approach and a focus on financial self-sustainability; review design and functionality of new development projects with developers and construction managers;

  • Maintain a network of community, industry, governmental and political contacts to support for the work of SERV Behavioral Health System on improving existing properties under management and assure awareness of new opportunities;
  • Develop financial plans for each property that focus on break-even or “profit” that can be re-invested into affordable housing or upgrades to current projects; work with the Controller to accurately assess and manage cash flow;

  • Maintain the physical plant of all properties, ensuring that properties and grounds are clean and well-tended and that each property sets aside funds for predictable maintenance and upgrades; maintain all appropriate insurances, inspections, and fees to municipalities and service providers; propose improvements, while providing thorough analysis to support recommendations; resolve all major resident relations issues with an emphasis on customer service and satisfaction;

  • In close coordination with the General Counsel and other executive team members, be accountable for any and all approvals from land use planning authorities, zoning boards, building code regulators, and other governmental or quasi-governmental oversight agencies and actors;

  • For new projects, conduct feasibility studies to assess the physical, financial, regulatory, and other challenges and risks of undertaking each project; for existing projects, develop high assessment standards and periodically assess and rank properties, particularly in reference to national best practices;

  • Hire, train, motivate, assess, retain and fire personnel, continually seeking to upgrade the ompetencies and capabilities of team members;

Qualifications

The SVP of Property and Facilities Management should have the following type of experience and qualifications:

 

  • B.A./ B.S. degree required; an MBA or equivalent is preferred, although there is a stronger emphasis on practical experience and results;
  • Strong property management experience in Multi-sites is necessary with at least 10 years of experience in properties and construction management.

  • Prefer a Certified Property Manager Candidate or someone with a CPM Designation
  • Strong experience in building and maintaining strong and diverse teams of staff in distributed locations is important; management oversight experience and a focus on accountability while cultivating a loyal and stable staff is an absolute necessity;
  • Prefer HUD, HMFA, COA and/or Tax Credit property management experience;
  • Must be Proficient in Microsoft Office.
  • Must have Experience in Property Development, Real Estate Transactions and Fleet Management  
  • Construction Background a plus.
